Compounding the ascendancy of administrative actors are the forces of political and economic liberalization. Political change has taken the form of democratization. This has been most clearly expressed in terms of an invigorated legislature and public opinion, which are beginning to gain access to policy discussion, if not policy decision. As the coalitions of political interest become much more complex, conflicts of interest among different political actors, including different government agencies, become more intense.
However, the literature has generally underappreciated the role of the distinct institutions which make up the Korean state. Instead the state has been treated as a monolithic entity; debate and discussion of the appropriate role of the state in economy have followed the familiar distinction between neoclassical and developmental state approaches. Because of this, institutional arrangements within Korea, such as a strong presidency and its bureaucratic nexus, have not been given their due in inquiry and analysis.
A number of authors have sought to capture the nature and possible causes of these transitions (see, for example, Casper and Taylor 1996; Gasiorowski 1995; Haggard and Kaufman 1995). Against this backdrop of sociopolitical change and increasing scholarly inquiry, we can begin to consider the experiences of specific states undergoing transition from rigid authoritarian arrangements to the more open and liberal market and social arrangements that we associate with democratization. The developmental experiences of authoritarian states have long been of interest to scholars.
