In most large scale oil spills in the open, by the time the slick has thinned to the thickness he, o is much greater than he' so that the viscous retarding force sets in before the surface tension spreading force becomes important. The history of the spread then passes through three phases: (i) the beginning phase in which only gravity and inertia forces are important, (ii) an intermediate phase in which gravity and viscous forces dominate and (iii) a final phase in which surface tension is balanced by viscous forces.

Because these crews only clean up the beaches after oil has reached them and then often not promptly, layers of oilsoaked sand may be found below the present sand surface. These oil-contaminated sands will become exposed again next year after winter storms. Oil-covered rocks above high tide level exist between Ft. Conception and Ventura and on the Channel Islands, some 70-110 miles of coast. Steam cleaning of these has proved successful but the areas so treated are quite limited in extent. This leaves miles of oil-covered rocks adjacent to the beach visible to the passing motorist and beach users.
